Psychiatrist


Applications are invited from suitably qualified applicants to fill the following vacant positions within the Medical Services Branch of the Jamaica Constabulary Force.

The incumbent is responsible for providing oversight for a comprehensive mental health service to all members of the Jamaica Constabulary Force (JCF); sworn and unsworn as well as to their immediate family members

Qualifications and Experience

  • A first degree in medicine: MBBS, MD;
  • Completed a four (4) year postgraduate in psychiatry leading to the Doctor of Medicine in Psychiatry or its equivalent;
  • Post-doctoral studies in a psychiatric sub-specialty or related field;
  • At least six (6) years related experience.

 

Responsibilities

  • Provides oversight for all mental health programmes within the JCF and guides the development of or modification of its policy document;
  • Provides oversight for policy development and implementation for the mental health of clients at the Jamaica Police Convalescent Centre;
  • Guides or assists in the development and/or modifications of programmes and policies for some of the departments within the JCF Medical Services Branch including Telephone Helpline, Psychology, Medical and Pharmacy;
  • Develops or modifies Stadard Operating Procedures (SOPs) for the metal health services within the Medical Services Branch (MSB);
  • Designs systems and controls to ensure the optimal use of resources and assets used for delivering mental health programmes;
  • Develops and participates in specific internal training programmes;
  • Develops and participates in the production of training manuals for training programmes (Telephone Helpline Counselling, Group Counselling);
  • Produces the terms of reference for some internal committees treating with the mental health of police officers;

 

Other duties

  • Performs other related functions assigned from time to time by the Clinical Director.

 

Required competencies

  • Knowledge of principles, methods and procedures for diagnosis, treatment and rehabilitation of physical and mental dysfunctions and for career counselling and guidance.
  • Knowledge of human behaviour and performance.
  • Ability to work with traumatized/severely disabled persons
  • Knowledge of legal. and ethical standards for the delivery of medical care.
  • Counselling techniques.

Certification or licensing  required

  • Evidence of registration by the Medical Council of Jamaica
  • Annual Practising Certificate

 

Authority

  • Prioritizes the various clinical and administrative related roles
  • Divulges sensitive patient information to the multidisciplinary team and other health services providers within the guidelines established by the Branch and Ministry of Health.
  • Develops appropriate MOU by engaging relevant stakeholders internally and externally.
  • Prepares and manages the annual budget for the mental health services of the MSB off approximately $10 million.
  • Formulates and convenes committees
  • Produces the JCF Mental Health Strategic and operational Plans, policies and protocols.
  • Commits technical mental health to all policing divisions.
  • Allocate medical resources to divisions and formations as deemed necessary
  • Designs and implements systems.
  • Determines psychiatric medications to be procured.
