Consultant Psychiatrist

Consultant Psychiatrist (HPC/MO 4), Specialized and Medical Services Division
Locations: Horizon Adult Remand Centre, Kingston, St. Catherine Adult Correctional Centre, Tower Street Adult Correctional Centre, Kingston
Job Purpose
Reporting to the Director Medical Services, the incumbent is responsible to plan, manage and implement health services within the correctional institutions aimed at preventing, diagnosing and treating mental disorder, operating within national guidelines and meeting the highest standard of care.
Requirements
- Post graduate qualification in Psychiatry;
- Three (3) years as a Psychiatric Resident in a hospital setting.
Responsibilities
Management/Administrative Responsibilities
- Plans, organizes and implements programmes aimed at improving mental health;
- Ensures the successful implementation of all policies relating to mental health care within the department;
- Monitors the delivery of the services ensuring that standards are maintained;
- Provides reports for the Compassionate Release Committee and the Courts;
- Participates in the reviewing of SOP and recommends change where necessary;
- Conducts research and new development in mental health practice;
- Prepares monthly and quarterly case reports.
Technical/Professional Responsibilities
- Attends new psychiatric patients/referrals using standard psychiatric history taking format, diagnose and initiate treatment using Bio-Psycho-Social frame work;
- Reviews ALL odd patients and makes necessary adjustment of diagnoses and medications;
- Makes appropriate referrals for necessary laboratory and psychometric tests;
- Offers technical advice to Psychiatric Aides within the Institution;
- Diagnoses and initiates treatment and offers counseling to psychiatric cases and makes appropriate referrals;
- Assesses forensic psychiatric cases and provides fitness to plea report to court;
- Participates in Disaster/Outbreak management planning and to offers Critical Incident Stress Management and be a leader or member of the counseling team during and after Disaster;
- Assesses and screens substance abusers to initiate treatment and crisis intervention management to Rehabilitation centers;
- Participates in teaching, research and training activities as required;
- Plans, organizes and executes mental health education and promotion activities within the institution as required;
- Refers patients to psychologists, social workers as needed;
- Collaborates with medical officers of clinics/hospitals in general health care delivery;
- Submits monthly report and annual report to Director, Medical Services as instructed in a format provided;
- Participates in regular meetings;
- Liaises with the Heads of Institution to ensure services for patients are provided in an efficient and effective manner;
- Motivates members of the team in order to provide quality psychiatric service with accountability and responsibility.
Human Resource Management Responsibilities
- Monitors and evaluates the performance of direct reports, prepares performance appraisals and recommends and/or initiates corrective action where necessary to improve performance and/or attaining established personal and/or organizational goals;
- Participates in the recruitment of staff for the Division and recommends transfer, promotion, termination and leave, in accordance with established human resource policies and procedures;
- Provides leadership and guidance to direct reports through effective planning, delegation, communication, training, mentoring and coaching;
- Ensures the welfare and developmental needs of staff are clearly identified and addressed;
- Establishes and maintains an environment that fosters a culture of team work, employee empowerment and commitment to the unit and the organization goals.
Other related duties
- Performs any other duty in the interest of the Department that may be assigned from time to time.
Required knowledge, skills & competencies
- Excellent knowledge in the diagnoses and treatment of a variety in psychiatric/psychological conditions;
- Ability to conduct important research in the management of psychiatric disorder.
Ability to Diagnose:
- Ability to determine detrimental psychological issues that can lead to criminal activity;
- The ability to determine the impact of developmental, behavioral and emotional disorders on adolescent behavior (Adolescent Psychiatry).
Salary
Salary Scale: $3,430,940 – $4,078,309 per annum and any applicable allowances.
