Strategic Objectives/Purpose of the Division
Under the general direction of the Chief Executive Officer (CEO) and the under the technical upervision of the Regional Technical Director, as well as of the Parish Management Committee, manages the integrated health care delivery system in the Institution.
Job Purpose:
To co-ordinate and manage the integrated health care delivery system of secondary and tertiary medical and paramedical services in the catchment population, in accordance with the government policies, regulations/legal requirement and guidance. In addition to ensuring the provision of efficient, cost effective, quality health care and ascertaining that all services are consistent with local needs and national and Regional policies and priorities.
Requirements
- Bachelor of Medicine Degree, Bachelor of surgery (MBBS)
- Doctorate in Medicine (DM)
- Certificate in Management Development
Plus - A Minimum of five (5) years experience at a senior the Senior Management level in a
related field.
Key outputs
- Develop medium to long term technical programme plan (5 yrs.) relevant operational plans and annual budget, consistent with strategic objectives and in keeping with local parish needs and national and regional guidelines, for submission to the Regional Technical Director and Chief Executive Officer.
- Provide leadership in the development, implementation, supervision, monitoring and evaluation of all secondary care programmes where appropriate and geared towards improving the image and service offered by the institution / Parish/Authority
- Monitor and analyze prevailing economic conditions within the Parish that could have an impact on health service delivery operations in the parish, keeping the Medical Officer Health, Regional technical Director and the Chief Technical Director advised.
- Encourage intra-sectoral with Primary Health Care as well as promote inter-sectoral collaboration in the planning, delivery and evaluation of health services for the parish.
- Ensure the implementation of systems for the efficient and effective utilization of all
resources and that there is full accountability. - To be responsible for the overall technical functions within the Hospital.
Key Responsibility Areas
Duties and Responsibilities:
- To consult and collaborate with the Regional Technical Director and Medical officer (Health) of the relevant Parish(es) in ensuring the integration of service through an adequate, fully functional and responsive referral system which facilitates client movement through all levels of service delivery and the movement of staff e.g. To service areas at which patient need is identified, such as staff for conducting specialist clinic at health centres.
- Be responsible for the supervisory functions or the Technical staff in the institution.
- Responsible for the development and implementation of quality assurance programme, ensuring that mechanisms and procedures are in place to enable monitoring of the quality of services and maintenance of standards and the appropriate action is taken when deficiencies are identified.
- To provide leadership in the planning, executing and monitoring of medical and health related projects/research being implanted in the hospital.
- Ensure the Ministry of Health and Wellness’s identified priority programme are given attentions needed for maximum results.
- Ensure the use of methods and procedures which will maximize available resources in programme delivery by ongoing and regular reviews of effectiveness of interventions and technology.
- To be responsible for the development and implementation of programme review
mechanisms - Ensure data availability for decision making and monitor disease trends jointly with the Medical Officer of Health through a surveillance system.
- To facilitate the flow of technical information through submission of regular and special reports to the Regional Technical Director, Chief Executive Officer, Hospital Committee/ Parish Manager, Regional Board of which he/she is a member, Ministry of Health and Wellness and the relevant agencies as authorized, and the field, i.e. to all Officers who have a need for such information, and ensure feedback.
- To promote the concept and ensure the existence of team approach to all aspects of care.
- Reviewed and act on reports and recommendations of authorized audits and/or inspections;
- Performed other related duties that was required/necessary for the effective functioning of the health service delivery system and development of the sector.
- To identify, and submit to the Chief Executive Officer, training needs for professional staff and assist in the development and execution of in service training programmes for all categories of staff.
- To participate in the selection, recruitment and evaluation of technical/professional staff and ensure that they participate in an orientation programme, which introduces them to the wider health service.
- Ensure adequate representation of the views of medical and paramedical staff to the Chief Executive Officer and the Board at all times through the establishment of Advisory Committees of other mechanisms.
- Ensure the establishment of effective communication channels for staff.
- Be responsible for ensuring that appropriate arrangements for the supervision of ALL preregistration medical and para - medical persons are in place.
- Coordinate the interfacing of medical or para-medical departments with other departments and units in the institution.
- Be responsible for the identification of the role of the medical and mass casualty incident and the documentation and communication to staff. Responsibility also for ensuring that roles are performed when necessary.
- Performa Public Relations activities as detailed in the Communications Plan.
- Ensure that the aspects of the client’s complaint mechanism which relate to the medical and paramedical staff are adhered to.
- Participate in professional activities related to health care delivery, at parish or regional/ national level on request.
- Attend meetings with the Chief Medical Officer or his/her representative at the Ministry of Health and Wellness.
Human Resource Development
- Directly supervised all staff who have a direct reporting relationship to him/her through activities such as approval of work plans, monitoring of their implementation a, and ensuring that corrective action is taken where necessary;
- Maintain good staff relations through a proactive, conciliatory approach and continuous monitoring of the work environment to identify and address industrial relations issues that could lead to conflict and confrontation, and to facilitate high levels of productivity;
- Established and maintained consultative and communication mechanisms with
professional association;
Authority to take binding decisions
- To Authorize expenditure within approved limits
- Recommend changes to Regional Health Authority’s strategic direction
- To divulge information about the authority as seemed appropriate
- To initiate health programmes/projects for the parish

- Mechanisms are put in place for monitoring performance of health facilities in the parish.
- Plans and develop programmes that are consistent with the policies of the Ministry of Health and Wellness and Regional Health Authorities;
